November 2000: Flying into Iran Later in November, two future muscle hijackers, Satam al Suqami and Majed Moqed, flew into Iran from Bahrain. 21st November 2000: Visa application

al-Suqami makes a non-immigrant visa application for a US visa, using Saudia Arabia passport #B559583. This shows him as born in Saudi Arabia on 28th June 1976. (Source)

Satam al Suqami, a Saudi, applied for and received a two-year B-1/B-2 (tourist/business) visa in Riyadh, Saudi Arabia. There is very strong evidence that the passport Suqami submitted with this application had fraudulent travel stamps now associated with al Qaeda. Suqami left blank the line on which he was asked to supply the name and street address of his present employer. The consular officer who issued the visa said he interviewed Suqami because he described his present occupation as “dealer,” the word Saudis often put on their applications when they meant “businessman.” The officer testified that he asked Suqami a number of questions, including, he believes, who was paying for the trip. Although the officer stated that notes were always taken during interviews, none were written on Suqami’s application, raising the possibility that the officer’s memory of having conducted an interview was false. In any case, Suqami evidently raised no suspicions and his application was approved.

23rd April 2001: Arriving in Orlando

Satam al-Suqami and Waleed al-Shehri fly from Dubai, UAE, to Orlando, Florida, through London, on Emirates Airlines Flight 7 and Virgin Atlantic Airlines Flight 27. They booked these flights on April 19, 2001, in Sharjah, UAE, indicating that they would be returning to London from Orlando on May 15 2001. The return trip was not taken. (Source)

Waleed al Shehri and Satam al Suqami, both Saudis, entered together at Orlando from Dubai, United Arab Emirates. Suqami was the only Saudi muscle hijacker admitted on business, and only for one month. Shehri was admitted as a tourist for a six month stay. Both were admitted by the same primary immigration inspector. Suqami’s passport survived the attack: a passerby picked it up from the World Trade Center and handed to a New York Police Department detective shortly before the towers collapsed. Later analysis showed that it contained what are now believed to be fraudulent travel stamps associated with al Qaeda. Upon reviewing color copies of the document, the inspector who admitted Suqami told the Commission he did not note any such fraud. Indeed, he could not have been expected to identify the fraud at the time of Suqami’s admission—it was not discovered by the intelligence community until after the attacks.

16th May 2001: Travel to the Bahamas

Waleed al Shehri and Suqami again traveled together, this time out of the country to the Bahamas, where they reserved three nights at the Bahamas Princess Resort. They turned in their arrival record, which was now acting as an exit record, boarded the plane, and arrived in Freeport. The trip was intended to extend Suqami’s legal length of stay in the United States. Bahamian immigration refused the two entry,

however, because neither had a Bahamian visa. They therefore had to return to their starting point, in this case Fort Lauderdale. Because they never entered the Bahamas, under U.S. immigration law they had never left the United States. After being refused entry by the Bahamian INS at Freeport, they were sent through U.S. “pre-clearance” before boarding the plane back to Miami. By making possible immigration inspections of

U.S.-bound travelers prior to their arrival, preclearance helped ease the burden of admission at busy U.S. airports. These stations also prevented travelers deemed inadmissible from boarding U.S.-bound planes. In this preclearance process, immigration waived them through but customs stopped Shehri. The inspection lasted one minute; Shehri was not personally searched, nor was his luggage x-rayed. They boarded a plane and returned to Miami.

Waleed M al-Shehri and Satam al-Suqami take Continental Airlines flt 9273 from Ft Lauderdale to Freeport, Bahamas, then Continental Airlines flt 9312 from Freeport, Bahamas, to Orlando. (Source) The 9/11 Commission places this a few days later, though.

On May 19, Shehri and Suqami flew from Fort Lauderdale to Freeport, the Bahamas, where they had reservations at the Bahamas Princess Resort.The two were turned away by Bahamian officials on arrival, however, because they lacked visas; they returned to Florida that same day. They likely took this trip to renew Suqami’s immigration status, as Suqami’s legal stay in the United States ended May 21.

20th May 2001: Immigration status (illegal)

Suqami joined the millions of overstays in the United States after failing to file for an extension of stay with the INS after he returned from the Bahamas. Had he been allowed into the Bahamas, upon his return to the United States he would have likely been granted an additional length of stay in the country as a tourist. As it was, he remained in illegal status until September 11.

Waleed al-Shehri rents rooms 208 and 308 at the Lisa Apts, Lake Worth, Fl. The source document talks about a first credit card receipt dated the 13th of July, however the registration card is the 15th, so it's possible he arrived then. The second room was presumably for Satam al-Suqami, although the document doesn't say. (Source) Another document places this between June 15th and the 22nd, saying they stayed with "two unidentified males". (Source)

11th September 2001: Boarding American Airlines Flight 11

al-Suqami checked in at 7:00 for American Airlines Flight 11 at Logan International Airport. The scheduled takeoff time is 7:45, and the flight was actually cleared for takeoff at 7:59. (Source)

As the hijackers boarded four flights, American Airlines Flights 11 and 77, and United Airlines Flights 93 and 175, at least six used U.S. identification documents acquired in the previous months, three of which were fraudulently obtained in northern Virginia. Suqami, the only hijacker who did not have a state-issued identification, used his Saudi passport as check-in identification for American Airlines Flight 11.

While Atta had been selected by CAPPS in Portland, three members of his hijacking team—Suqami,Wail al Shehri, and Waleed al Shehri—were selected in Boston.Their selection affected only the handling of their checked bags, not their screening at the checkpoint. All five men cleared the checkpoint and made their way to the gate for American 11. Atta, Omari, and Suqami took their seats in business class (seats 8D, 8G, and 10B, respectively). The Shehri brothers had adjacent seats in row 2 (Wail in 2A,Waleed in 2B), in the firstclass cabin. They boarded American 11 between 7:31 and 7:40. The aircraft pushed back from the gate at 7:40.
